In 1862–1865 General John Custer fought against Apache Indians while stationed at Fort Sill in Oklahoma; his unit lost many men including two officers killed while leading a charge against the Indians near Tucson on July 6th, 1865 known as "Custer's Last Stand." On November 12th 1861 Governor Doniphan issued proclamation setting forth regulations for citizens voting within Arizona Territory; however this proclamation did not come into effect until January 1st 1862 due to objections from Arizonans living west of the Gila River which then formed part of Mexico.
