When Phoenix incorporated as a municipality on January 5, 1913 it consisted of only 16 blocks of land east of Camelback Road with a population of 375 residents. The first mayor was Jens Olsen and City Council members were Harry Snively, Charles Ewing and James Purdy (the latter two were re-elected twice). By 1916 there had been growth to 1,000 residents within the city limits; however it remained until 1924 when annexation by Scottsdale made Chandler an official city with 1/3rd its current size but no vote by voters for or against annexation due to lack thereof
